The Associated Press seeks a Technical Mobile Program Manager for its New York City office.
Reporting to the Deputy Director, Technology Solutions, this role`s primary responsibilities include the coordinated planning, management and execution of multiple related projects that are directed toward the mobile strategic, business or organizational objective. These objectives could be in support of a large project, program, product or service.
The successful technical program manager for the mobile initiative will manage the mobile program through its lifecycle, and manage issues at the intersection of multiple project-related activities. The program manager will work among and across technology and business stakeholders and myriad vendors to define, launch, and evolve the program. While expertise in this role includes project management methodology and practice standards, responsibilities expand to include prioritization and governance of projects as well as realizing the benefits that the program and its related projects bring to the entire organization.
RESPONSIBILITIES:
* Overall responsibility for planning, directing and coordinating activities pertaining to the mobile technology and business-unit (BU) program, which may include multiple projects, products or services, on an enterprise level.
Ensure that program and project goals are accomplished and in line with business objectives on schedule and within budget.
* Monitor all major (IT and BU) mobile program activities, ensuring the currency, quality and integrity of the information, while providing consistency in content and "look and feel" across the enterprise.
* Work closely with the business owners in determining how mobile technology might assist in addressing their needs, and then translates these needs into system requirements and design specifications.
* Plans, prioritizes and executes on internal software releases/hot fixes by managing dependencies across platforms, resources and budgets.
Plans and tracks budgets allocated to various tracks of work/vendors within the mobile program.
* Participates in planning of budgets and schedules for future tracks of work.
* Facilitates technical and architectural discussions across various technology teams to deliver on hardware/ software components that support the mobile initiative.
* Develops and implements SDLC processes and tools for the mobile program across multiple external vendors.
* Runs complex projects/programs from system design and development to production.
* Define requirements and plan project lifecycle deployment.
* Defines resources and schedule for project/program implementation.
* Consult with management and draft/review project proposals to determine goals, time frame, funding limitations, procedures for accomplishing project, staffing requirements and allotment of resources.
* Prepare and review program/project status reports, and keep everyone informed of program status and related issues.
* Monitor program results against technical specifications.
* Coordinate development and maintenance of technical and project documentation.
* Create strategies for risk mitigation and contingency planning.
* Plan and schedule project deliverables (requirements, technical documents, UI assets, etc.), goals, and milestones.
* Directs and oversees project engineering team and outside vendors and manages conflicts within group.
* Efficiently identifies and solves project issues.
* Demonstrates leadership to define requirements for project risk.
* Develop Requests for Proposals (RFP) for external services.
* Design and maintain technical and project documentation.
QUALIFICATIONS:
* College degree required
PMP (Project Management Professional) designation a plus, with a minimum 5 years project management experience
* Solid understanding of the software development process, including requirement gathering, analysis/design, development tools/technologies, release/version control, contemporary testing methodologies and deployment management
* Background in agile programming and development. Development experience is preferable
* Expertise in setting and managing customer expectations
* Technical proficiency in hardware and systems software, as well as experience implementing packages and working with vendors
* Strong organizational, presentation, and customer service skills
* Strong customer focus and ability to manage client expectations
* Ability to communicate needs and schedules to IT and clients, as well as ensure that plans are in place and standards are adhered to
* Excellent oral and written communication skills, as well as ability to present and explain technical information in a way that establishes rapport, persuades others and gains understanding and consensus
* Strong teamwork and interpersonal skills at all management levels
* Six to eight years of progressive broad-based information systems and business experience; highly desirable to have experience in software engineering involving development and testing of applications
* Experienced in project managing consumer-facing mobile products
* Must be an early adopter and interested in using new technology
* Work well in a fast-paced, dynamic environment
* Results-oriented.
